LTA from Live Aquaria difficulties

I got a purple LTA from Live Aquaria a couple of months ago. Since then, it has not grown. Actually, it appears to have gotten smaller, and it won't stay in one place. It was near an Elegance coral, so I figured maybe it was uncomfortable.

Just wondering what I need to do to get the bugger happy and growing.

Please post the following-

>1. What lighting do you have on the tank?
>2. Do you target feed the anems?
>3. What are parameters?
>4. How long have you had the tank? (How long has it been established)

1. I have a 250W 12K MH light
2. I feed the anemones krill once a week.
3. Params are all fine. Phosphate reactor needs new media, which I will change today.
4. Tank has been up for 9 months to a year, but I purchased it from someone who had it up for 5 years.

How deep is the sand bed that you have? And how much flow ?
