Male seahorse not moving or eating much

I have 2 seahorses one male one female. My female swims around and eats all day. My male used to be the same way but lately he hangs out at the top of the tank. He hasn't moved all day and for the last week he hasn't eaten much. Is he sick?

Is the male at the top by choice or can it swim at other levels of the tank as well?
What species? What size tank? What temperature? How long have you had them? What is your cleaning/water change protocol?
Try enticing him to eat live foods like adult brine or better to use mysid or mysis shrimp, ghost shrimp, cherry shrimp.
