can I add Colony Marine solution to my tank and purchase fish instantly? or is it advised to wait several months then add my fish?

No idea what colony marine solution is but I would advise waiting. Most marine fish do not care for new tanks and IMO most additives are nothing more than "snake oil" contrary to what the manufacturer may claim.

No, you cannot add fish instantly - unless you want them to die.

You must let the tank cycle and establish the biological filtration in your tank before adding ANY livestock. Even then, you need to add living creatures slowly to avoid overwhelming the filtration system.
