I can get a 60-28D meanwell driver locally but i'm not familiar with this model. I'm used to the ELN 60-48D. Can anybody tell me the differences between the 2? How many 3w leds can this one power at 700ma?

If that's what you mean then the difference is in the available current and voltage.
The 60 means Watts.
So whatever value of volts and amps the unit will deliver the watts will be about 60. Since 28V is a lot less than 48V and since the 48V unit can deliver 1.3A the conclusion is that the "28" is going to deliver almost twice the current to get to the same 60W.
Please google the ELN60-48 and look at the data sheet. It is the same data sheet that the "28" is on. You will see the differences between them all and even what the "D" means.
28V / 3.2V = 8LEDs maximum in a string. Of course you could run several strings of 8 LEDs in parallel..
