i have a 60" by 25" sps only tank i am thinking of switching to all T5 i have been looking online and i am seeing that it is harder to get 60" bulbs compared to 48" bulbs i was just wondering if a 48" ati 8 bulb would be big enough for a 60" tank or do i need to go with a 60" ati fixture

No, a 48" would cover a 60" tank very well. You won't notice the dimmer ends, and corals would still do OK in those areas.

Not all that far, depends on the fixture and its intensity and what you plan to keep. You wouldn't need it to be 3 feet off the tank to cover thoug . Mayber 7-10 inches....

The 48" fixture would be plenty for your tank and if you had access to a PAR meter to map you coral needs under your current setup against the new one, that will let you know if you need to re-aquascape anything and not just guessing by eye. ATI 8 bulb would be plenty light.
