MHLLE and White Film

I have this clown who has gone through TTM and has been in a cycled QT for about 5.5 weeks after TTM. Went through 2 doses of general cure during TTM due to internal parasites. Went through 2 doses of general cure again in the cycled QT due to white stringy poop. About 1 week ago, I put in a carbon cartridge in the HOB filter after the 2nd dose of general cure (as directed by the instructions) and left it in there. I also added a larger clown to the QT after it went through TTM. They quickly paired up and both are eating well and swimming well. I just noticed these pits around the little clown's head, which I think is MHLLE, which may have been caused by the carbon catridge left in the HOB filter. I also notice a slight white film on him. The larger clown does not have either of these symptoms.

What is the best course of action?

I'm hoping the white film is not brook or velvet.

Should I do paraguard dips? If so how long and should I sterilize the cycled QT? Or should I just treat the QT with paraguard? The instructions say I can treat daily if the fish don't show stress, but it didn't say how many days I need to treat.

Since both clowns had multiple paraguard dips during ttm and brook still showed up in this little one, I think I will try formalin instead. Has anyone used rid ich plus (which is formalin plus malachite green) to treat brook? If so, what dose did you use? Did you use it as a dip or treat the whole qt?
 
That looks like pretty well advanced brook.
I would do a 30 to 45 minute formalin dip (20 drops formalin 37% per gallon saltwater) ASAP and then put them into a clean (=free of brook) but cycled QT.
One dip may be enough, but if they don't show significant improvement I would do another dip, followed by another transfer to a brook free tank.
