milky water

I have a 150 gallon tank and a sump with the carbon filter and blue filter linng. I do not have a drip plate so the water falls through carbon and filter pads in one area. I have the foam block and another piece of carbon wrapped around it in the sump right before in goes to the external pump. I don't kow what the problem is my water is murky like someone poured milk in it. I don't know whether do grab a bag of cookies or scream. pleASE HELP

Sometimes milky water is just the "dust" from the substrate, if the substrate's just been added or agitated. Other times, it's a bacterial bloom. What's been happening to the tank recently?
