Mini Max being buried

I've got a mini carpet at the base of my rock that keeps getting partially buried by my watchman goby. I do my best to blow the sand off everyday but my question is why doesn't the anemone move? I can't imagine its good for it to be partly covered in sand.

when I tried to remove my MaxiMini nem, I tried using all kinds of things to cover it completely from light so it will move to another spot. It's extremely stubborn lol.. didn't both moving an inch. and still get enough lights to survive. they are very hardy, so no worries.
