Mounting problem

I just received my Turbelle stream kit (6000) and was attempting to mount it to my AGA 75, using the supplied mounting brackets. The diagram for attachments to aquariums with frames indicates that a long stainless steel screw is to go thru both clamp pieces, with a plastic screw going thru the bottom hole of the inside clamp piece as a spacer. The problem is that the inside clamp piece does not have an upper hole for the stainless steel screw to attach to and the bottom hole is not taped for screw threads. Was this piece made wrong or am I missing something?
 
That is correct, the bottom screw comes in through the front or inside part (no thread) and threads into the back or outside part of the clamp, the top screw threads in through the back and pushes on the top piece which has just a dimple in it for the screw to rest on, the concept is pretty much identical to a wood clamp, the top screw is just a fine adjustment too makke it bite in and reallly grab hold..
