the easiest way i have found to test glass to see if its tempered is this, get a pair of polarized sunglass(fishing glasses work best) walmart has kids ones for less than $10, take a laptop(or anything with a LCD screen) and put it on a white screen, put the laptop on one side of the glass and put the glasses on or infront of your eyes and tilt your head side to side,as you tilt your head the white screen will darken. if its tempered it will have streaks in the glass, if its not the white screen will turn pitch black with no streaks. there is a youtube video of it as well.
you can buy a diamond hole saw bit on ebay less than $15 shipped from japan, put your clucth on your drill on lowest setting and just apply min. pressure and keep cool water flowing/spraying on the bit, and let the bit sand away at the glass instead of cutting into it.
