MP10 Quiet Drive - Lowest Apex Setting Possible?

I have the new MP10 and was wondering what the lowest possible setting on an Apex is with the device, i.e. if I set it to 5%, will it really only do 5%? I've read conflicting reports as to what the minimum/base percentage is for the device which is important for me because my tank is small and I want to utilize the full range of the device at the low end (I don't want to set it to 5% when the functional low is 15-20% - my setting becomes meaningless).

It is possible to for the MP10 to run less than 20%. Mine are controlled with an Apex and WXM. In the constant mode I can get mine to run slow enough that you can almost see the individual blades when it running. The mode light (big knob) will be flashing white, like its in the feed mode. Less than about 20% will only work in the constant mode.
