Multi controller not showing 100%

I have recently bought a Tunze kit TS24. Whatever mode I have it set to the controller (7095) only reads 80% full power, even though all dials are set to full including the small dial on the pump lead. Does this mean that the pumps are not being driven fully or is it a fault with the controller. Any input is greatly appreciated.

This is unusual, we had this problem early on in the multicontroller production (about 3 years ago) and I haven't seen it since. In this case the pumps still go to 100% but the resistors that control the LED's are too strong and the top LED does not come on, especially if the pump is set to a lower voltage, 12-15V or if the pump is dirty or jammed.
