I'm 99% sure it's Acanthurus dussumieri, dussu have spots on their tail which this fish appears to have (blurry picture makes it hard to tell) and their pectoral fins are clear on the rims, whereas the yellowfin tang has no tail spots and it's pectorals are rimmed in a nice yellow color.

The only thing that makes me question if it's a true dussumieri or not is that the caudal blade looks black in the picture and a dussumieri has a white blade surrounded by black scales.

The second post down in this page... http://www.wetwebmedia.com/acantidfaqs.htm ... by Grant (that's me) shows what I'm talking about. You can see the spots in the tail and the white caudal blade.

When you get the fish in, you'll be able to tell which one it is for sure by looking at the tail and the blade, although it might need a couple days to relax before it shows it's true colors.

Oops, that looked like a yellowfin from the face stripe... This looks more like it and it is labeled as dussumieri
