Need advice on shipping seahorses

Someone I know is going to ship me about 5 h. zosterae (dwarf seahorses) but she's not sure how to do it safely. I told her I would give a bunch of information on shipping them. What should she use? A box with styrofoam lining? What type of heat pack could she easily get that wouldnt cook them?? (ex: handwarmer??) What is the best and least expensive company to ship with? What shipping option should she use?? Should she use gallon size ziplock bags in three layers or something? How much water:air should there be?

I know when I've gotten stuff the warmers were taped to the lid and there was newspaper inbetween that and the fish.
