Need Help choosing skimmer. Simple question.

Im starting a 29g saltwater clowns, bubble tip tank. Need a skimmer that is HoB. Is there such tbing as to bug of a skimmer? i feel like i can get ine rated for 30g for 115$ or one rated for 180 for 170$

Yes a skimmer can be over sized, mainly the diameter of the cylinder.
This produces inconsistent skimming or on & off skimming.
 
Yes, you definitely can go too big and don't feel you need a skimmer. I've been skimmerless for a very long time. I would also recommend a series of research papers looking at what skimmers, GAC and TOC in aquaria: (Some of the discussion about creating the study models and math is over my head and I skip through to the actual experiments and data collected.)
