Need Help with Cardinal

i recently noticed fin rot on my cardinal and he is now staying near the top of the tank, all parameters couldnt be better. ph 8.2, amm 0, pho 0, alk 9, cal 450, dont know mag.

also dont have qt tank and dont want to but meds in the DT.

any ideas?

Is there cloudiness in the eyes? If you don't treat it it will spread, he will naturally fight it off if he's healthy, but if he's not eating then he will get weak.

didnt see any cloudiness yet. i did notice improvement in swimming. what would spread?
