Need help with T5 wiring

I just wired up an IC 660 to 4 48" t5 bulbs. When I plug it in the bulbs come one for a second then go off and stay off. Can anyone help with this?
 
HO t5 bulbs have to have a t5 ballast to run them, look on the ballast and see if it says
t5 and make sure the watt output vs consumption of the bulbs are the same. you can run any length bulbs and any number of bulbs you want as long as the wattage consumption doesn't exceed the output of the ballast, thats all the ballast cares about.
Look at the wiring diagram on the ballast and wire the tombstones accordingly.
 
I have a feeling it's in the brown or purple pair, check this closely. These 2 pairs return power from all 4 supply pairs and would easily cause the short.
 
It is four bulbs. I have added several more tanks since I last updated that info. So the wiring pattern does not need to be changed?
