it's a little embarrassing asking if these are percula or ocellaris but i just can't tell. the thick black lines look like percula but the eyes look like ocellaris. any help appreciated. i figured i'd just take a video since they won't sit still and all i have is my iphone for a camera

Definitely tough, I've been staring at them going back and forth in my mind, one minute I'm sure percula, the next I'm swearing ocellaris!

count the dorsal fin spines:

Occy: 11 (rarely 10) dorsal spines
Perc: 10 (rarely 9) dorsal spines

Not doubting you but what makes you certain?

After viewing thousands of these fish, it gets easier. Kinda like how the relatives of twins can tell them apart with no problem, but to outsiders, they look identical. With your fish, the outstanding feature, at least to me, is the height of the dorsal fin. Percula never has a dorsal fin that tall.

I've had a ocellaris be hosted by a lta before, how practical is it to assume it will happen again? They are my favorite nem and I can't accommodate any of their natural hosts because it's only a 60 cube, but I wouldn't mind a lta taking up a good portion of the bottom.
