Neon dottyback and Scooter Blenny (Dragonet) and Ruby Red Dragonet?

Will the dottyback attack either of these two guys for picking at the rocks / sand bed looking for pods? Dottyback will be introduced to the tank after.

In my experience, they don't care about those kind of fish. My suggestion would be to get 2 of the dottybacks. As a pair they will be too busy chasing each other to trouble anyone else.
As for picking pods - they will pick pods if they see them but they don't really scout the rocks and sand bed for them like some wrasses, especially not if you feed enough frozen foods.

I'll have these fish in a 40 gallon.. won't they definitely kill each other??

I had pairs of them before in smaller tanks without problems.
The best way to get a pair is to let them grow up together. If you get two juveniles of slightly different size and put them in the tank at the same time, they should get along.
