Neon green diatoms or start of algae?

Hello all,
I have started my 90g tank about 3 months ago. I have had a diatom bloom come and go. Right now I have a pair of Chromis and a small CUC. I just started to notice this neon green colored substance. Any ideas on to what I'm growing here?

I haven't felt for the texture...Not sure where it would be coming from. I started with Dry rock and live sand. I do notice that it is predominant where light is most direct and it is more present on rocks located higher in the water column.

Looks identical to how my tank started out. My rocks are covered in a super fine green dust now. I can't wait till I get some coralline growing. I thought mine was from feeding phyto, but I'm not sure. My glass gets covered over pretty quickly, but the snails like it. It just looks like dust when I use the magnet, but the places I can't reach get a little tougher. I use a razor blade scraper on the glass from time to time when it starts to build up. I'm hoping it's just a normal thing while the tank matures.

I had something that looked like that come in on a frag plug And my hermits and emerald crab ate it all in about an hour. You could try adding a couple hermits if you don't have any.
 
normally algae cycles in brown, green, purple. so since you had your brown stuff its natural your tank will have green algae show up. monitor your nutrient intake, make sure your skimmer is working at its best. dose some carbon if you want to speed it up a little bit and whatever you do go slow, nothing happens fast in your tank unless its bad.
