Neon green leather Wont attach

I have a neon green leather frag. I used a net from a union back and rubber ban to hold it down to a piece of rock. I'ts been a month, the leather is growing nicely, however it wont attach to the rock i have it on. anysuggestions on how to make it attach??

More time and if that doesnt work, slice a very fine piece of its base off where it attachs. As it regrows the base, it should attach.

i had lemnalia soft coral that would not attach well so i used toothpick thru base and glue tooth pic to rock since leather type corals don't glue down good at all.
