Currently in my 180g fowlr tank I have an emperor angel, yellow tang, purple tang, coral beauty, halfblack, and a neon goby. All of these fish are under 3" and get along great. Can I add a powder blue with one of these: harlequin tusk, bluethroat trigger or a puffer?
 
I don't know if you should add a powder blue with established yellow and purple tangs. That probably wouldn't work.

You should be able to add a tusk, puffer, or trigger without a problem though. I recommend getting puffer if you've never had one. They are the most entertaining fish with the best personality you will find of any fish!

I have a trigger and a pair of clowns that suffer from an deplorable excess of personality and would argue with you over that on
 
I added the 2 dwarf angels at the same time after the yellow and the purple tangs were already established. The purple is the mean one and he only chased the coral beauty for about 2 days. Now everyone just hangs out. I was thinking if I add the powder blue I would add it with some other fish at the same time so as to split the difference with the chasing. Also the powder blue would have to be at least 2" bigger than the tangs.
 
I think that a PBT would be fine with a yellow and purple. They get a bad rap, but if you feed them (enough to grow) and give them some room and quality water, then they are not too agressive.
