new bulb wont fire

i added a new XM 15k...k lol bulb to my 2x150 fixture. i was hoping that by adding one new bulb i may be able to see a change in the anemone that is underneath that light while letting the other one remain as 'controlled' as possible.

swapped it yesterday and waited for the timer to come on today...unfortunately, i can hear the fixture trying to start it, but it doesnt start. the fixture cycles off and then back on a few minutes later to try again. i've opened it and repositioned the bulb, but no luck.

thoughts?
 
I understand that Ice Cap ballasts used to have flicker problems with XM DE bulbs. Newer ones are supposedly okay.

How does your lamp socket look like? Any burn mark?
 
Is this a single-end or a double-end bulb?

One of the sockets for a double ended bulb in my old fixture developed a problem and my bulb ended up sagging and arcing in the bad socket one day. The bulb started flickering as it arced in the socket. I replaced the bad socket and all was well again. I was lucky to be there to catch the incident. It could well have cause a fire.
 
the sockets look clean, it is double ended. i was afraid to swap the bulbs and check, i'm going to try that next.

its a current/orbit fixture that i got last year...er, late 2008.
