New pinks, double skirts common?

Notice the front one looks like it has a double skirt? Any idea what these are? Pic's don't do them justice as I had the flash on, they look great under actinic's with alot of pink on the skirts.

Several of my paly's have double skirts. Looks neat, in my opinion!
