From my understanding, he was actually aware... and congres was "working" on something to protec the area but they were getting no where... so Bush stepped up and used one of his powers.
Just a point to note....the original thread I got the link from to post here, which is in the reef discussion forum, has already been threatened closure due to too much political conversation, jabbing, and inuendo. Hopefully, we can avoid that here...

I saw the documentary that sparked the President's action on PBS a few weeks ago. It was very good.
It's very tragic what all of the trash is doing to the marine and bird life in this area. We saw the same trash issues in Mexico and Belize too. Hopefully the National Park status will help all of the other issues happening in this particular area.
