New tank set up, yet more issues!

Hi. I started cycling my new 80 gallon with 40kg of live rock a few weeks ago. Over the weeks I've been fiddling with my rock trying to get the aquascaping right, finally nailed it yesterday - phew! But now I have a layer of fine dust / particles on the bottom of my tank. I'm planning on putting sand (not live) around the front and sides but should I siphon the dust out first?
Any suggestions? (I'm using course grain sand)

Personally I would just let it settle. Your filter(s) will work it out. That's what I did.
