New tank setup - pic plan

Hi guys,

I've got my hands on a 55g tank & now i'm planning the setup well before i start to drill holes eveywhere

This is what i've got in my mind so far. I'm still baffled about the main aquariums intake from the sump (marked red No 1). Should the return be over or under the water level? I'd prefer it to be under (to reduce noise), though if the power goes out then the excess water will drain back to the sump. any ideas?

and please comment on the setup

you will want the return pipe to be under the water,just get a anti siphon valve(check valve),and also just make sure the sump can handle a little back drain included with the amount of water that runs through it.
