Bertoni or Randy:

Why is it that alot of tanks fail to do well in the first year with most corals refusing to grow or do well. Even if the water chemistry falls into NSW levels? This is most commonly seen in new SPS tanks.

Is there anyway to jump-start a new system to make the process quicker?

Newer aqauria may be more likely to have elevated phosphate, nitrate, organics, and possibly even ammonia (even if undetectable with most kits). I aggree that aquarist skill is also likely part in some cases. :)
