New Tank

I am looking to start my new tank but dont have money for everything. Would it be okay to put in live sand, water and live rock and let that sit for a week without anything else?

That's what you are suppose to do. Do a search for cycling a tank.

But I mean without lights, a heater, filter, etc. Just water, rock, and sand..

Personally I would wait until you have acquired all the equipment that you need before starting the tank.

At a minimum I would have a heater and the filter or powerhead before starting.

What size tank?

There is a sticky at the top of this forum called "setting up" it may of some use to you.
