New/Used sump question

My new/used sump has three offset 2.5 inch high bottom pieces in the second chamber. What is up with these? Is there supposed to be a grate on top?

Nope. It's an old design that was supposed to catch detritus.

Attached is a side view. What are your suggestions for what goes where in the sump? I have an Eschops S200 skimmer and a bunch sand and reef rubble.

Can you get a direct side shot so we can tell the heights of the baffles.
 
The sump is 22" tall, 32" long, and 24" wide.
Goes right to left. I'd put the skimmer in the section with the baffles in the bottom, rubble on the egg crate and return pump in the last chamber.

In my previous tank i ran miracle mud under a skimmer stand made out of egg crate. This tank i am I do rubble in the drain,still use skimmer stand, then the foam block,followed by return section,with the heater in it
