bought the aquatic life 30 mini skimmer and how long does it taker to break in and where should i have my bubbles in my filler cup neck
 
I'm not familiar with that skimmer but skimmers generally take 2-3 week's to break in. As far as where the bubbles should be, it's largely personal preference. Having the bubbles higher up is called wet skimming, which results in a lighter skimmate. Having the bubbles lower is called dry skimming and results in darker skimmate.

Personally, my skimmate varies. Sometimes I might wetskim if I feel like I'm feeding a lot or there's an abundance of organic carbon. If I feel the tank's running with minimal organic carbon and running fairly "œclean", I'll lower the bubbles and do a dryer skim.
 
Break in can take anywhere from a 3-10 days on average. The bubbles should be popping near the top of the skimmer neck. As stated above the higher the bubble are popping the wetter the skimmate will be. Too low and it wont be effective. You want the gunk to end up in the collection cup attached at the top.

do i want to get the flow out rate all the way open while it breaks in or wait to tune it untill its broke in
 
Generally flow rate make large changes to the level of bubbles and some have a fine tune knob of some kind. The point is start out at the lowest and watch for a day, then open a bit, watch for a day, and keep doing this until you get some dark green, brown, smelly crap in you container and then stop!
 
and new tanks don't produce much skimmate, so be patient. It's a good investment, but it may not show you all it can do yet.
