can somebody tell me what this is?

Looks like a tiny bit of coral, maybe goniopora, whether living or dead I can't tell.
 
If its the white thing in center then either sponge which would be soft or dead coral which would be hard.
 
I hate to inform you, but you have hydroids. The greatest pest of them all. I would recommend getting that rock out of there asap and manually removing them. Do it outside the tank because they spread like crazy. Believe me, been there and still doing that. :)
 
yeah, those look like hydroids

some hydroids = pest , which coincidentally look like the ones that you have there :D

some hydroids, like the small ones that I have with the clear tentacles that make little clusters of their stalks are not a pest.

I have had a colony of these for years on one rock and periodically see a startup colony elsewhere for a little while, but they seem flow dependent and not that easy to keep happy = works for me staying an insignificant, yet interesting little slice of odd marine life

I put their rock in my chaeto tank because the flow in there is fearsome and they like getting whippd around a little. Plus they do great under the canopy of chaeto since they don't need light

When the lights come on , I'll try to get a nice pic of the "good" hydroids
