Some people, without the option of quarantine, will roll the dice on boosting the health and immune system of the fish. Feed live or high quality frozen food, don't make any changes that might stress the fish further, etc. It's not a solution, but it is a method some people choose to try.

If all of your fish die, then you just wait the 10 weeks before adding new ones. It sounds morbid but it is part of dealing with this disease.

You can also see if a friend has a small tank you can set up with a heater and air pump so you can medicate.

Here in belgium i just read an article about boosting the fishes healt with adding garlic to the food it supose to kill the parasites like ich. I like to know your opinion about it

Don't believe everything you read in a magazine article.
Garlic does nothing to kill ich. For the fish it may actually be harmful as there has been some evidence that it causes liver damage.

Garlic has some natural antibiotic properties in humans, however, Ich is not a bacterial infection. It is caused by an external parasite, a protozoan to be precise. Garlic is still widely used to make food "smell" more appetizing to get fish to eat better. This may or may not help to keep the fish healthier. I wouldn't count on it being a reliable help.
