Ok I have a 70 gallon tank with two clown fish and three dart fish and a carpet anemone will an octopus be able to live in the 70 and not eat any fish

There isn't a single fish it won't eat no matter what size tank pretty much. It will work for a while but one day you will be missing a fish or two, then slowly but surely all of them will be lunch.

Octopuses will eat any fish or invert unless the invert is less than 1/4". If you took out the fish though, your tank would be perfect for a bimaculoides octopus.

No, the only things that octo's won't eat are urchins and starfish/serpent stars. I wouldn't go for a bimac because they need a chiller and it is hard to get ahold of one legally nowadays.

I have a book on keeping octopuses that says you can introduce a clean-up crew when the octopus gets large.
Dwarf cuttlefish may also be an option.

It depends on the species of octo and how big it is... Smaller ones (merc, joubini, aculeatus) will most likely eat them while hummelinki and vulgaris wouldn't really bother. And to cuttles... No... Just no. Someone who is asking if they can keep Cephs with fish probably isn't prepared to raise cuttles.
