My 20L sump water level is at 10".
Recommended level is 6"for this skimmer...

The Min water level is for the water flowing inside the skimmer, not the water level in the sump right?

My question is once the skimmer is immersed water inside will match outer level ie 10".

I am testing it in a bucket now with 10"water....seems to work great...without raising skimmer base. See pic.

Should I raise its base in the sump?

If by "min level" you are referring to the min/max line on the skimmer body itself, that is referring to the water level in the skimmer. However, that is also affected by the water level in the sump. If the skimmer suggest 6" of water in the sump, its prob a good starting point and you can simply fix that by elevating the skimmer a bit. Lots of people make simple stands out of light diffuser egg crate and pvc fittings.

I had that same skimmer on a smaller tank years ago... was very reliable and pulled a good amt of gunk for the money

So I tried to put skimmer without a stand, at 10 inches and gate valve fully open its skimming well. I might put a stand later for 3 inch or so.

I noticed that the skimmer pump is at a higher level than its base...so even with water inside ....the skimmer leans to one side. Currently I made sure skimmer pump was against sump wall...so it's vertical.

How can I fix this?! I bought skimmer used...wonder if there's a pump base cover that's missing?
