older commline skimmer question

do these operate properly in a sump with the water level below the height of the mechanical filter in flow? I tossed one in my sump and the performance seems to be almost nothing with the water height being this low. About 2-3 inches below that point. I am not using the mech part just the skimmer. I guess my question is do these need a specific water height to run properly? If not is there anything I can do to improve its performance?
I really can't change the water level in my sump. It's drilled with a float valve. Any advice would be great.

It needs a constant 9-11" water level, it isn't possible to modify it to work otherwise.
 
turns out I have exactly 9 inches of water down there. I did give it a pretty good cleaning before I put it in the sump. I figure it has to run a bit before it starts to make good foam albiet very dry foam I presume. Thanks.
 
No, the foam shouldn't necessarily be that dry, give it some time but depending on how old it is it may have internal leaks impeding the air intake.
