Orange Lytetail Anthia help

My lyretail anthia is constantly has its mouth open and its gills flared up. It's almost like its having a hard time breathing. I'm wondering if it might be a bacterial infection. Any thoughts? I'll try to get a pic in the morning.

I also forgot to mention that the tips of its back fin rotted off.
