It has been there for a couple of days. He still eats well and hasn't been acting funny it just doesn't look right. I'll try to get a better picture tonight when he isn't as active.

For help, please respond to the following questions.

1. Do you have any other fish in the tank?
2. How long have you had the clown fish?
3. Have purchased any new fish within 2 months?
4. What is your water chemistry?
5. Does there appear to be red around the white object?
6. Does the white object have a texture similar to cotton?

Here are some better pictures IMO:

1- Yes. 1 Yellow Tang, 1 Sailfin Tang, 1 Purple Psuedochromis, 1 Sixline wrasse, there is 1 other Oscellaris clown besides the one with the white thing.
2- I've had the clowns right around a month
3- I just added the Tangs last week.
4- The only levels that seems to be high are my PH and salinity. PH is 8.4 and salinity was 1.027 when I last checked a week ago, I'll test again today.
5- There doesn not appear to be any red spots
6- it looks more like flesh than cotton

You clown fish might have fungus. It depends, did you quarintine you newest fish for at least 4 weeks?
Buy Pimafix (a medicine to treat fungus) and follow the directions for treating the fish.

=====P.S.========
It might be possible that your clown doesn't have fungus. However, you should still use the medicine just in case since fungus at that level on a clown fish could be fatal.

I have been overfeeding with food soaked in garlic oil since I noticed it, and tonight it looks like it's almost gone. So we'll see what happens. Thank you for your help up to this point though.

When the white spot disapears, check under the fish to make sure that none of the flesh has been eaten away by the white spot.

It's hard to tell from the photo... is this growth coming out of the anus or is it just coincidently located there? Assuming the latter, it looks very much like Lymphocystis. This is a fairly common viral disease, the fish equivalent of warts. It's rarely fatal, can be contageous to fish of the same or closely related species, and isn't treatable except by surgery, which I don't recommend. It usually goes away on its own after a while.

For the record, external fungal diseases are nearly non-existent in saltwater (as opposed to freshwater, where it's fairly common). Aliments identified as "fungal" are almost always caused by something else and it's rarely the right answer to treat it as a fungus.

I had a clown with this exact problem but it was located all over it's body. It just went away, and now it is one of my longest living fish.
