They have come down a lot, but closer to 50-100, and still not anywhere near 10. They probably bought them at a standard price and looking for markup.
And they probably don't want pickup because they don't want a random person they have never had any contact with showing up at their house for a $200 transaction.
If you aren't interested in buying the frag, leave the guy alone.

yah. Prices have dropped dramatically. Thats why I never buy nice zoas when have just been introduced to the market. Then once prices are down, you decide whether you REALLY do like them, or if you were just following the crowd.
