If I set an outlet to manual, is there a command to make it return to automatic after an hour or so?

Not exactly. There are a few ways to accomplish the same thing though. The easiest is to put the outlet on a Feed cycle set to run for an hour. Once the Feed cycle expires, the outlet will return to normal. The other way is to use the Defer command, but it is more dependent on the rest of the programming.
