Overflow Problem ...?

Hello I just filled my 200g Pentagon tank last night with a hose to test run pump and sump and the second I start the pump I am half way up the teeth on my overflow in tank and have little to know return pressure, I am using a Lifereef sump and a Blueline 40x return that should be around 650 +- gph with total head why is this happening? Am I missing something with the pump wide open it will almost overflow the tank overflow is set with 2 x 1" drains and 2 x .75" returns split with lineloc so there is 4 outputs and can feel little to no movement from ends..?? Thanks for help in advance I feel sick to think this is normal for what I have spent..
 
You are saying the tank almost overflows, but the level is 1/2 way up the teeth which is where it should be. If it doesn't go higher than the top of the teeth, you are fine. The feel of the flow divided among 4 outlets wont be very strong. How big is the overflow itself?

It is a pentagon shape in the back corner.. I will try to get pics up when I get home from work the amount of water draining is so loud you can hear in on the other side of house.. Thanks for quick reply..
