This is true if there is no paint on the glass - the bottom pane will just reflect the image. If it is painted, you will see the paint on the bottom instead - no reflection.
Try it out for yourself. Take a look at a side panel from the front of your tank. You don't actually see through the side panel. But wet your finger tip, and press on the side panel while looking through the front, and you will see your finger tip.
Light waves travel through the water and glass. When the waves go from the water to the bottom pane, some of the light is reflected, and some just pass through the glass. What you see is the light reflecting off the bottom of the tank. When the bottom is painted, the waves travel through the glass, and bounce off the paint - some of the light waves reflecting off the paint are redirected toward you, and then you see the paint.
