Pajama with cloudy eye?

I have a Pajama Bottom Cardinal that I put in my tank 2 days ago. He now ha 1 cloudy eye. I noticed when I first put him in the other Pajama that I have didnt take to well to him at first. Could it be Popeye? I also noticed his mouth opening and closing a little. He seems to be in good health. What could it be?

Well now he is hovering at the bottom of the tank and the Peppermint Shrimp is going after him. I also noticed it is white on the front instead of yellow. I think he is going to die, but I will give him a little longer. I checked Ammonia, No2 and No3 and al were 0 ppm.

Well I have a floating breeder tank that I put him in. We will see.
