I previously ran a Panworld on a CL and cured the noise with a combination of things. The first was to use a 12" piece of vinyl tubing just prior to the intake, and another piece between the output and the plumbing back to the tank. Second, I increased the size of the intake plumbing to 1-1/4 spa-flex. Third, I removed the fan and installed a heatsink and fan from a computer.
Now I know you say "it's not a noisy fan", but it's not necessarily the fan itself that makes the noise but rather a balance issue. The fan is said to actually cause the motor to vibrate. When removed the motor IME ran smoother and with the heatsink and PC fan ran cooler. There's a great thread on this in the DIY forum.
