This paragraph is what caught my eye "Hobbyists with access to a multimeter have even less expensive options. Apogee Instruments sells quantum sensors that connect to a multimeter capable of measuring in the microVolt range. One of the units is designed for under water use. This means the sensor can be submerged and light levels in the tank continually monitored."
