People experienced with ballasts(repair?)

I was inspecting a m57 ballast i had lying around that hasn't worked since day 1, but i could really use now, I was inspecting it and upon inspection noticed that the two common leads coming off it were detached at the solder joint, if i cut back the paper should i be able to repair it? i have done plenty of soldering in the past(pc board stuff) so it shouldn't be a problem, but want to make sure it is all i need to do.

it might not be the easy as often those leads come off thin wires from the coil. However if you can see where its broken you have a good chance of figuring a way to repair it.
