Perfecto Tanks - Tempered or Not?

My older brother has a 20g tall Perfecto tank that he bought recently that he would like me to drill for refugium usage. However, I am afraid that it is likely tempered.

What do you all think?

I would assume that in that small of a tank, only the bottom is tempered. The only tank that I know of that the bottom is usually not tempered is the standard 10g tank.

i have seen 30gs tempered all round.

Better to be safe than sorry. I would lean on the tempered side.
