Phosban Reactor in water

Can the lower part of the phosban reactor be under water when hanging on inside of sump?

Thanks, I got the "Two little fishies 150" from Marine Depot with a Mini-Jet 404 --- has max flow of 106 gph. I have 3 inches of Phosban, doesn't seem to be pushing phosban up much in reactor, I have the Mini-Jet 404 adjusted to max output. Representative on phone recommended this size pump. Do I not have enough pump strength. I have read recently that the Maxi Jet 400 is good? Did I get misled by rep?

The media does not have to be tumbling around, the flow shall be just enough to make it "fuffy" (sorry hard to describe), in other words just lift it a bit aso as the surface of the media seems to be barely moving.
