You very well could be still cycling. There can be a lot of die off from live rock. Increasing water changes will help and maybe add a media reactor and some GFO.
Just ordered from drfostersmith.com and used my old catalog number to search for the Hanna phosphate meter did a search for APD-27266 and it comes up 175.49 If you search under Hanna Photometer it comes up with a price of 195.00
Anyways I hope this helps me get a handle on my aquarium phosphate.
