Carbon dosing might well work for you. IMO, it happens to be the cheapest way to reduce PO4/NO3.

I have stopped GFO/GAC reactors as well as ATS and am relying on carbon doing and very efficient skimmers. After three weeks PO4 and NO3 are reading 0 with Hach PO4 kit and 0-1 ppm with NYOS NO3 kit. As a result I am increasing feeding gradually in both my tanks. The only downside so far is that I have to clean skimmers every other week because they accumulate so much bacteria snot).

It's only been 3 weeks, of course, so for all I know I may be heading for hell in a handbasket but so far so good.
